Welcome to ZOR SHRINERS!


This manual has been compiled by Noble Wally Trouten from various sources and is full of basic information that a new Noble needs to know as they get started and advance through their journey in Shrinedom. It is advisable that all elected or appointed Nobles review this manual as well. If you have any questions please ask your first line signer, club/unit president, or a member of the Divan, all would be happy to help answer your questions or get the answer for you. Circus Madison Purpose Zor s largest fraternal fundraiser held in Madison at the Dane County Coliseum normally on the third weekend in February All units and clubs are encouraged to attend especially those in the southern area of the state to help promote the circus ticket sales and advertising and help during the weekend of the circus by assisting with ushering security program sales advertisement sales etc Nobles are asked to purchase their noble circus tickets as this is a large component of the profits to Zor Clubs units may also purchase ads in the circus programs to encourage new membership and to support the operations of Zor There are several work days prior to the Circus stuff noble circus tickets for mailing in early December count and bundle children s school passes flyers deliver school flyers to schools distribute complimentary tickets and posters in local communities in early February Attendance Required unless other family or work obligations or health issues conflict with activity or prevent attendance Ladies are encouraged to attend to help with the behind the scenes work i e counting tickets maintaining pot luck tables coffee etc Also Divan should be present in the lobby areas while visitors enter the building to greet them and then at the end of the shows to thank them for coming Divan members can help sell programs and assist where needed Costs associated with event 1 Your responsibility A Make hotel reservations check with housing chairman for details B Potluck meals are provided for all who work at the circus Everyone attending is asked to bring something to pass Plates plastic ware beverages pop water coffee hot food soup chili BBQ or hot sandwich are provided by the Circus chair and co chair ladies Goodwill donation is requested to help defray costs Dress 1 2 Men Business casual Fez Ladies Confortable clothes and shoes It is generally cool in the building so wear warm clothing or layers and walking on cement floors is hard on the back and feet Activities for ladies Ladies can help with the behind the scenes work i e counting tickets maintaining pot luck tables coffee etc Also Divan ladies can help sell programs greet visitors and assist where needed Activities 4

Club Unit Visits Each Divan member is assigned responsibility for several shrine club or units in his area to act as a liaison between the Divan Zor temple and the members of that unit club to provide information related to Zor Temple activities events fundraising Shriners Hospitals and other items as identified by Potentate or at Divan meeting The Divan rep is to attend one meeting with his club unit per quarter and to be in contact with the President of the club unit to share information regarding Temple operations events and fundraising activities via written verbal or electronic communications Attendance Required once per quarter for designated Divan rep Ladies may attend and are encouraged to attend if ladies are invited Costs associated with event 1 Your responsibility A Make arrangements with club unit President to attend meeting make meal reservation and be put on their mailing list to receive meeting notices and club unit information B Event meals Dress 1 2 Men Suit w tie or business casual may be required as designated by club unit Fez Ladies Dress or nice slack outfit or casual depending on type of event meeting Activities for ladies If ladies are invited social and dinner with club unit ladies and Nobles Activities 6

Potentate Ball Purpose The Potentate may host a ball as part of his welcome to the nobility of the shrine Balls can be formal or informal and held at any time during the year Generally the Potentate to be as Chief Rabban appoints individuals to be on their committee past practice was to have a Past Potentate or two on the committee The theme of the party location and guest list is determined by the Potentate who gives direction to the committee Make facility reservations one to two years in advance of event This event is optional at the discretion of the Potentate Attendance Generally required for Divan and ladies other family members and friends of the Potentate are welcome to attend Invitations are generally sent to counterparts in MSA Tripoli Beja and other area temples Costs associated with event 1 2 Zor will hold a group of rooms for individual reservations at a designated hotel Your responsibility A Make reservations for meal send reservation check according to coupon in Zephyr B Make hotel reservations check Zephyr for details whether through the Zor Housing Chair or directly with the hotel Dress 1 2 Men Divan Uniform or Tuxedo fez or clothing determined by the Potentate Ladies Dress or slack outfit Activities for ladies No separate activities are generally planned Potentate Lady s Day Out Purpose The Potentate lady may host a Lady s day out for all ladies and female guests of Zor Temple This may include a show at the Fireside Theater in Ft Atkinson a trip to a museum shopping trip etc and is at the discretion of the Potentate Lady Invitations are sent to the Divan ladies appointee ladies and any other guests the Potentate Lady chooses to send them to An open invitation is published in the Zephyr for all to attend Attendance Optional for all ladies Costs associated with event 1 Your responsibility Make meal trip reservations according to the instructions in the Zephyr send check and coupon to the appropriate individual C Make reservations for meal send reservation check according to coupon in Zephyr D Make hotel reservations check Zephyr for details whether through the Zor Housing Chair or directly with the hotel Dress Ladies Dress or slack outfit or clothing appropriate to the nature of the event Activities for ladies This is an opportunity for ladies to socialize with one another a girl s time if you like and a chance to get to know the Potentate lady better Activities 7

Potentate s Trip Purpose The Potentate and his Lady may host a trip for all Nobles ladies family and friends of Zor Temple He will plan the event publicize it through the Zephyr and or send out literature to the clubs units in Zor The trip is a way for people in Zor to get to know the Potentate better to socialize with other nobility that one may not have an opportunity to be with or see visit a new part of the country world Normally a planning meeting is held by the sponsoring travel agency The Chief Rabban or Assistant Rabban must request for permission at the Annual Meeting or at another Stated Meeting Attendance Optional Costs associated with event 1 Your responsibility Make reservations according to the instructions in the Zephyr attend the orientation session for the trip send check and coupon to the appropriate individual Dress Whatever is appropriate for the trip and the planned activities Shrine clothing is not required Activities Events are planned according to the travel itinerary Activities 8

Circuses Outlying Areas Includes other Fraternal fundraisers Purpose One of Zor s fraternal fundraisers held throughout the state which are co sponsored by Shrine Clubs and Units The proceeds are divided between the sponsoring club units and Zor operating budget Most events are held during the summer months and may be a one or two day event Generally the sponsoring club unit will promote the event in their area through various promotional activities During the shows nobles will help by assisting with ushering ticket sales program sales etc Attendance Divan members are encouraged to attend the events in their respective area s and assist with any issues that may arise as time permits unless family work or health issues do not allow attendance Ladies may attend depending on the club unit lady activities Divan members may greet visitors entering the shows greet them and then at the end of the event to thank them for coming Divan members can also help if needed and asked for help by the sponsoring club unit Costs associated with event 1 Your responsibility Coordinate attendance with the sponsoring club unit to provide assistance during the show s Dress 1 2 Men Business casual Fez Ladies Comfortable clothes and shoes Activities for ladies Nothing specific if attending support Nobles and other ladies present Activities 10

Imperial Session Purpose Imperial meeting held annually generally the early part of July week to conduct business related to Shriner s hospitals Shriners International By Laws and policies All temples send representatives to attend the session which is hosted by the outgoing Imperial Potentate s home Shrine Center Zor sends three or four Divan members as its representatives as budget allows All elected Divan members attending Imperial session must attend all of the business meetings Attendance Elected Divan members are encouraged to attend unless other family work or health issues conflict with the dates Events for all attendees normally include Marketplace shopping for shrine paraphernalia public relations sessions Imperial parade Opening and introduction of Potentateelect Costs associated with event 1 2 Temple reimbursement A Travel reimbursements and hotel accommodations will be reimbursed for those required to attend B Divan members attending must make their own registration and their Lady for hotel arrangements for those attending Your responsibility A You are responsible for your meals and transportation at the Imperial Session i e taxi to and from airport to and from convention center etc B You are also responsible to make your travel arrangements to the Imperial Session C If you choose to extend your stay at Imperial you will be responsible for the price difference in airline tickets additional hotel costs etc Dress 1 2 Men Divan Uniform Fez Divan shirt or Shrine shirts casual dress business casual suit and tie as determined by Potentate Ladies Casual for the non scheduled activities i e parades marketplace shopping etc Dress slacks or business casual for ladies lunch and brunch Ladies may wear divan lady shirt if the Potentate lady has one Activities for ladies Ladies luncheon VIP ladies brunch for all Divan ladies watch parades or other events that may be sponsored by the host temple Ladies are encouraged to attend activities especially meal events parades Generally ladies participate as a group Activities 11

Midwest Summer Session Purpose Meeting held annually generally held the in mid August for all temples who are part of the Midwest Shrine Association for units to participate in unit competitions parade in host city and meet with counterparts from the fourteen other Temples Attendance All Divan members are encouraged to attend unless other family work or health issues conflict with the dates Housing Chair Publicity Chair and Nobles who are officers of the Midwest organizations may also attend Ladies generally attend summer session Events for all attendees normally include Divan counterpart dinner welcome evening for all nobles ladies hospitality following parades Shrine a rama on the last night of the session Reimbursement is based on funds available in budget Costs associated with event 1 Your responsibility A Confirm transportation and hotel information with Zor office You are responsible for your meals not included in the registration fees B Make your own hotel reservations either through the Housing Chair or through the hotel directly if a single event This depends on the activity as some do not require housing Dress 1 2 Men Suit and tie business casual Fez casual dress as determined by Potentate Ladies Casual for the non scheduled activities i e parades unit competitions etc Dress slacks or business casual for counterpart dinner ladies lunch and brunch Ladies may wear divan lady shirt if the Potentate lady has one Activities for ladies Shrine counterparts are the persons holding the same position in the line to become Potentate Shrine centers may send different delegates to the sessions and may or may not include their spouses Zor sends elected and appointed Divan to the summer session including their ladies Some Shrine centers only send the elected Divan and or their ladies The counterpart s dinner is held on the Wednesday before the session begins and is a way for individuals to meet and socialize with their peers Given the varied participation of the appointed Divan members dinners can be held jointly Gifts between Shrine centers are optional and should be discussed with your group As a host center we are not required to present a gift to the visiting counterparts Activities 12

Zor Widow s Lunch Honored Ladies Lunch Purpose The lunch is held to honor the widows of Zor Shrine Nobles as recognition for their contribution to the Shrine family The lunch is generally held on the 2nd Tuesday in October in conjunction with the Divan and Quarterly meeting at the Zor Shrine Center in Madison The Potentate Lady appoints a chair and or a co chair or committee to plan the event The Potentate lady can specify a theme for the lunch or leave it to the committee along with any entertainment that is planned for the event A letter signed by the Potentate Lady and an invitation created by the committee are sent to each widow from the Zor Office The meals for the widows are part of the budget along with a modest amount for decorations table favors and entertainment The Divan members will generally participate in the lunch greet the ladies as they enter the building assist them with their coats and help them to a table The Divan ladies will help greet the ladies offer assistance during the social time and if possible sit with the widows during the lunch The Potentate Lady may ask the Divan ladies to be table hostesses All Zor ladies may attend however they must make a reservation and understand there will be a charge Attendance Required unless other family or work obligations or health issues conflict with activity or prevent attendance Ladies are encouraged to attend if possible Costs associated with event 1 Your responsibility A If housing is needed Zor Housing Chair will make hotel arrangements B Make meal reservations according to the instructions in the Zephyr send check and coupon to the appropriate individual Dress 1 2 Men Suit and tie Fez Ladies Dress or slack outfit or clothing appropriate to the theme of the event Activities for ladies Social time and lunch with widows Potentate lady may coordinate other activities for Divan ladies while the men are in the Divan and Quarterly meetings such as a shopping trip or dinner at a local restaurant Activities 13

Ceremonials Purpose Ceremonials are held either annually in December or semi annually with an optional Spring session in late May or early June at the determination of the Potentate The purpose is to initiate new members into Zor Temple Generally the ladies attend the orientation and activities throughout the day The December ceremonial also is host to the annual Parade to Glory where donations by the clubs units and ladies organizations are presented to the Potentate and Divan This is a Shrine activity with Nobles ladies the new candidates and their families attending The Noble and lady will receive a registration packet with pertinent information relating to Shriners Shriners Hospitals and Zor Temple The Potentate s Lady may elect to present a small welcome gift or gift bag to the new Noble ladies Attendance Required unless other family or work obligations or health issues conflict with activity or prevent attendance Ladies are encouraged to attend and to assist with the ceremonial welcome new candidate ladies greet and socialize with Noble ladies at ceremonial luncheon and banquet Costs associated with event 1 Your responsibility A Make reservations for meals send reservation check according to coupon in Zephyr B If you wish to reserve a hotel room and are not eligible for reimbursement you may coordinate a room with Zor Housing Chair and reimburse Zor for hotel costs Dress 1 2 Men Suit Fez Ladies Dress or nice slack outfit Activities for ladies Hostesses for the day to welcome noble ladies new candidate ladies partner with the new candidate ladies to welcome them escort them through the day activities socialize with noble ladies at lunch dinner hospitality Attend ladies to lunch to mingle with ladies of Zor encourage discussion at the tables ask questions of ladies to encourage interaction and answer questions related to Zor activities Activities 14

Miscellaneous Tidbits of Information Annual Appreciation Dinner The appreciation dinner is hosted by the Potentate and the Divan to recognize the appointees during the year and is normally held at the Shrine Center If the Ceremonial is held outside of the Madison area the dinner is held on the Friday evening before the Annual meeting The menu selection is determined by the Potentate and his lady in October The cost of the meal is complementary to all appointed members Trustees and office staff and their spouses The office staff will send a letter to all committee members trustees and Past Potentates and spouses upon the approval of the Potentate The Past Potentates who are not serving as a committee member or Trustee are invited but normally at their own expense The Potentate may include the cost of their meals in his budget Normally the Zor hosts provide social hour prior to the dinner but a cash bar can be arranged with an approved caterer if the Potentate would like The dinner concludes with a thank you speech from the Potentate and presentations made by the Potentate to those individuals who are retiring or no longer serving as a member of a committee or office i e Zephyr Editor Trustee standing committee Chair or Divan member The Divan determines the gift to be made to the outgoing members and has been a check for 25 in recent years The Potentate may make other presentations to members of the Divan or committee personnel if he chooses Social time may follow the presentations at the discretion of the Potentate Annual Meeting Activities A traditional lunch of Oyster stew chili and make your own sandwich starts at noon in the Oasis room at the Shrine Center prior to the Annual meeting Nobles and ladies are welcome to attend An article is written by the Chief Rabban or Zephyr editor in the December issue along with a coupon for reservations payment The Potentate Lady and Chief Rabban Lady have hosted a dutch treat lunch at a local restaurant for those ladies whose husbands are attending the Annual meeting Reservations are coordinated by the Chief Rabban lady by submitting an article in the December issue of the Zephyr Following the Annual Meeting at approximately 3 00 PM the incoming Divan ladies are escorted into Hankwitz Hall just prior to the entrance of the color guard The ladies may wear their new name tags once the election of officers has been completed You may take pictures during the installation ceremony Formal pictures are taken of the Divan following the installation which you can order prints of through the office Following the installation of officers Hankwitz Hall is set for dinner and the Fez Party The Potentate will ask a club unit to host the party and provide input relating to the menu etc as requested by the unit That club unit is responsible for the menu selection entertainment and the article for the Zephyr Committees If you are asked to be on a committee be honest when replying If it will be a hardship for you to participate be sure to tell the person requesting your help When you belong to a committee you will learn so many things that are involved in setting up and coordinating a function You will not believe the things that need to be done You will also get to know the members of the committee and will enjoy meeting them again and again They will become part of your Shrine Family Activities 18

Divan Thank You Dinner The Divan thank you dinner is normally held the Friday night before the Annual meeting unless the Appreciation dinner is changed to accommodate the Ceremonial location The purpose of this dinner is for the Potentate to share time with the Divan members and their ladies to reminisce about the year s activities and to thank them for all of their support throughout the year If the Potentate chooses he may invite other key individuals The dinner is paid for through the Zor budget and has been held at the Shrine Center or at area restaurants When the dinner is combined with the Ceremonial the dinner is held on the Friday night prior to the Ceremonial at a local restaurant selected by the Potentate and he coordinates the location and reservations directly with the restaurant or may have the office staff make the arrangements An invitation personal written or email should be sent to the members of the Divan indicating the location date and time Functions and Events Ladies Be sure to ask if there is anything you can help with at functions and events Your help is very much appreciated and suggestions and comments are very much welcome The Potentates Lady is always open to ideas of things to do During a Shrine ladies function you may be asked to be a hostess at a table This is a wonderful thing to do because you meet so many wonderful ladies from everywhere Meeting them and talking with them brings smiles to everyone at the table You are their mentor and you need to let them know that they are welcome Encourage them to openly speak about where they are from and who their husbands are which club unit they may belong to and functions that their clubs or units host or sponsor Be a leader in keeping the conversation going Pretty soon the chatter will be just flowing You will all leave with a warm and fuzzy feeling Even if you do not remember their names the next time you meet them they may not remember yours either Introduce yourself and say I know I have met you in the past but I cannot remember your name Mine is __________ and I m glad to be here to talk with you again Each time you meet them it will be easier to remember names and faces Try it you will like it Seating Arrangements If the event has a head table the seating arrangements should be followed as listed in protocol section If the club unit does not have the exact order it is not necessary to make changes When an Imperial Officer is present one should be sure to have the correct seating arrangement at a reserved table as identified in the Protocol Book If there is no head table or assigned seating the Divan should sit at various tables to meet and talk with members of the club unit Zephyr Newspaper Be sure to read the Zephyr when you receive it We suggest listing the upcoming functions on your calendars If there is an event that requires a reservation we suggest that you sign up early as a courtesy to those who are planning the activity so that they may have an accurate count for meals It may be helpful to make a copy of the coupon from the Zephyr fill it in and make a duplicate copy for your files and send one copy in so that you keep your Zephyr intact It may be helpful to copy the calendar from the Zephyr and highlight the upcoming activities that you are able to attend Keeping a schedule of the activities is so hard to do so anything you can do to prepare yourselves for the year will help you in the long run If you can t find the paper copy of the Zephyr it is on line at www zorshriners org Activities 19

What to do with this committee Meet to coordinate the information being shared with the club unit via newsletters website and social media Your information will reach your membership better and more efficiently if the same information can be found in all the tools you use to inform them Divide tasks It can be overwhelming for one person to take care of all that needs to be done divide them up amongst your committee members and everyone will only have a small amount to do Tasks can be divided as follows Internal communications Website Newsletter Social media Reporting to the Divan Media relations Event planning and or promoting PR materials brochures posters etc Shriners Hospital PR Liaison screening clinics patient recruitment fundraising Once you re up and running and the tasks are distributed you can plan to meet monthly in person via conference call or just be keeping in touch via email Keeping your community and your temple informed means that your committee will need to communicate with each other regularly too 2 Communicate regularly with the Divan Make sure you stay as informed as possible about the goings on at your club unit And you ll want to be sure that the Divan of your temple is informed about what the Public Relations Committee is working on Work with the Potentate to see if you can have a spot on the Divan s monthly meeting agenda so that you can have an open exchange of information You ll also want to be plugged in to what s going on in the Shrine Clubs that are outside of the temple center Many clubs units have great stories to tell in their own communities For instance the Edgar County Shrine Club which is part of Ansar Shriners in Springfield IL is about 2 3 hours away from the temple center Yet every year this club based in a town with just 10 000 people raises more than 100 000 for Shriners Hospital at their annual barbecue and tractor pull weekend 3 Establish a protocol for who speaks to the media Work with the Potentate and the Divan to determine who speaks for the club unit in certain circumstances For many temples it will always be the Potentate but in some instances and some years your Potentate may want to hand off these responsibilities to others Be sure to meet with your Potentate and his designees to make sure this is clear at the beginning of the year Here are the various situations you might have different spokespersons for General temple activities and events Circus or other temple fundraisers Shriners Hospital information if you are not located in a city with a hospital Crisis situations You should also make sure the club unit is aware of the protocol you and the Potentate have determined for referring media calls Public Relations 4

4 Make a plan You ll be much more successful if you plan out your PR year Of course things always come up at the last minute that you haven t anticipated but if you develop a basic plan for the year on what you want to accomplish each month or each quarter you ll be able to easily adapt to unexpected opportunities Be sure to keep it simple and then build as you go along If you start out with too many objectives to accomplish in your volunteer time you run the risk of feeling overwhelmed and unsuccessful Below are some ideas to choose from You don t have to choose them all January Publicity for the newly elected Potentate and Divan Introduce the Potentate to the community Story in hometown newspaper college alumni newsletter local business paper website Radio station newspaper tour of temple territory Announcement of Potentate s goals for the year January Develop the year s key messages for the club unit based on your Potentate s theme and goals Sample key messages could be based on these four themes Brotherhood Legacy Fun Philanthropy February Circus media coverage June Shriners International Awareness Day July Notify the newspaper of any honors your temple earned at Imperial Session and any competitions your units may have won July Zor Fest media coverage Spring and Fall publicize any screening clinics your temple or clubs may be hosting in order to recruit patients to Shriners Hospitals for Children Quarterly Establish a quarterly theme based on your club unit key messages and look for stories within your temple to share both internally website newsletter social and externally newspapers and other media Any additional major public event your temple hosts paper crusades rodeos Walk for LOVE family days community service events November December events for the holidays plan to promote toy drives visits to hospital patients fundraisers etc Find out how many children your temple club unit referred to Shriners Hospital and how much money your temple club unit donated to Shriners Hospital thanks to the generosity of your community for that year Pitch the story to your local newspaper 5 Connect with your local media It s important that your local media newspapers radio stations TV stations know who to contact when they want information about the Shriners And it s important that they know who YOU are when you re reaching out to ask them to cover a story for your temple club unit Here are a few things you can do to get started Public Relations 5

Make a list of all the media outlets newspapers radio stations TV stations news websites in your club unit territory Develop a one sheet containing the club unit contact information your contact information basic information about the temple club unit and Shriners International and topics that your club unit can be helpful with in news stories Make appointments to meet with or have a phone conversation with the appropriate person at each media outlet If you re visiting in person bring something fun like your Potentate s pin or cup or a box of donuts or cookies decorated in fez red If you live in a large metropolitan area this might be a little more difficult In larger markets a personal meeting might not be possible as newsrooms are busy places It might do you more harm than good to insist on an in person in these situations The visit in person strategy can be quite helpful in smaller cities or towns Markets with hospital locations If your club unit is located in a market that includes a Shriners Hospitals for Children please collaborate with your local hospital PR Director when it comes to making introductions to the media It will be important for you to coordinate and collaborate with the local hospital PR Director on this project In many cases reporters do not understand that the hospital and the fraternity are two separate organizations We want to make sure the members of the media are clear on who they should contact when it comes to a hospital story vs a fraternal story 6 Conduct a Communications Audit One of the most important things you can do to make sure that the information your club unit is currently distributing or publishing is correct and up to date and appropriate Nothing can derail your credibility as an organization like incorrect information Read through your temple s website Every single page Is the information correct and current Is your website updated frequently Are all the links on your website working correctly Who is your temple s webmaster How often does he she update the site Are there any inappropriate messages or pictures If your temple club unit includes information about referring patients to Shriners Hospitals for Children is that information current such as there should be no mention of the words free regarding to care provided at SHC Does your website adhere to the stylebook writing guidelines provided by Shriners International headquarters PR Department proper use of terminology etc Conduct the same type of audit for club unit newsletter club unit directory you may not be able to change it for the current year as it s already printed but you can set in motion the correct changes for the next year club unit calendar club unit produced brochures and flyers Signage and posters around the club unit Social media sites Public Relations 6

Branding Your Temple Club Unit to Different Generations Now that we can have up to 4 generations in our Temples we need to ask ourselves a question How many Generations are present If your members are all Traditionalist and Baby Boomers you are 5 10 years of going defunct without new members As a fraternal organization member recruitment is crucial to the entire Masonic order They are the lifeblood of keeping your fraternity strong growing and relevant After all if we don t get new and younger members the entire Masonic order will slowly wither away How do we attract Younger members Use age differences to your advantage Set up programs where older members can mentor younger ones Your present and generally older members have the benefit of many years of experience and wisdom Both generations will benefit from this Of course your focus should be on the industries where your members are prominent Use social media Twitter Facebook LinkedIn to attract younger people The younger generation loves technology and 24 7 access to your association You will need to blend technology with the personal Social networking online is great but don t forget face to face meetings You don t need an elaborate campaign to recruit and maintain younger members Keep the message simple and fresh As a matter of fact think Twitter s 140 character limit Shorter messages facilitate dialogue Don t just rehash your program s message Get young professionals to interact with your organization Showcase the diversity of age in your printed and online publications and materials Check to see what the average age of your members are in brochures and bulletins Make sure some of your younger members are depicted in the information Make sure you welcome younger members to your organization At meetings assign an older member to each younger member to be their host Introduce the younger member to everyone It may also be a good idea to team up a seasoned member of your group with a new one for a period of time until the newer member gets a better feel for the organization The younger person will have a built in mentor to get started and feel comfortable Recognize young members of your organization A great example of this is many engineering groups have young engineer chapters This allows younger members to associate with their peers in leadership programs and networking If you can get younger members involved in the process early they are more likely to stay engaged and become successful and influential leaders later on Start early with your recruitment efforts College aged young people are excellent candidates for your organization High schools may be a great place to start also Groom these young people to become interested in your group After all these young people are going to be the leaders of tomorrow Latch on to them early and insure your group s continuity for years to come Don t get too radical when trying to attract younger members Ascertain the average age of the members of your organization If the average age is over 50 begin by trying to attract newer members in their 40 s Lower the age of your group slowly Public Relations 17

Shriners Legacy Program As Shriners we are part of an international organization that strengthens us individually enhances our families and makes us part of a history of brotherhood and camaraderie And as Shriners we also have the opportunity to be legacies The Legacy Program helps strengthen our fraternal bonds with those closest to us and allows members to honor the many men who laid the foundation of our great fraternity February is now designated as Legacy Month Throughout the month temples are encouraged to host Legacy Nights to promote membership and honor the members who have taken part in this program Shriners International will also share stories of legacy families in our various publications and on our websites in recognition of their dedication to the Shriners fraternity We encourage everyone to pass along the Shriners tradition of fun fellowship and the Masonic principles of brotherly love relief and truth in their family and to strengthen their fraternal legacy Shriners International will continue to grow from one generation to the next when you share the tradition and join the Shriners Legacy Program The Bede family s Shriner Legacy W Brandt Bede M D of Afifi Shriners in Tacoma Washington has played an integral role in our fraternity for many years and has made countless contributions to Shriners Hospitals for Children during his service especially as a member of the Board of Trustees Dr Bede is also part of a Shriner Legacy family and both he and his father served as Potentates of Afifi Shriners With nine family members who are Shriners it is clear that fun fellowship and the Masonic principles of brotherly love relief and truth run deep through the Bede family tree This Shriner Family Legacy began with Dr Bede s father Dr Brandt Bede who served as Potentate of Afifi Shriners in 1966 This was the same year Dr Bede the oldest son of three joined Shriners International Dr Bede s father was very involved in his son s becoming both a Mason and a Shriner and participated in both ceremonies My father inspired me to join said Dr Bede Dr Bede s two younger brothers Barry and Brewster also became Shriners as soon as they turned 21 In 1999 while Dr Bede was serving as Potentate his two sons and three nephews joined the fraternity creating three generations of Afifi Shriners That year Washington State University offered a one day class on Masonry which the younger generation attended together prior to joining There was a real bonding experience between the younger family members said Dr Bede Dr Bede is currently serving his fourth three year term on the Shriners Hospitals for Children Board of Trustees having returned as an active member of the Board in 2015 He also served one year on the Board of Directors of Shriners Hospitals for Children from 2012 2013 Dr Bede previously served as a member of the Board of Trustees from 2002 2011 and was honored with emeritus status He was a member of the Board of Governors of Shriners Hospitals for Children Spokane in 1991 and 1992 and a member of the Board of Governors of Shriners Hospitals for Children Portland from 1994 through 2002 serving as chairman the last three years of his term An accomplished orthopaedic surgeon Dr Bede served in the U S Naval Reserve Medical Corps in Orlando Florida and has been very active in his home community In addition to being a Past Potentate of Afifi Shriners Dr Bede is a member of Morton Lodge 209 F A M the Scottish Rite Royal Arch Masons Royal and Select Masters Knights Templar Red Cross of Constantine and Royal Order of Jesters Public Relations 19

Dr Bede and his wife Leslie have five children including a daughter Sierra who was a patient of the Portland Shriners Hospital Dr Bede could use the time he spends on the Shrine to make money for travel or for lounging around his house but he can do nothing that honors the legacy of his father more than giving of his time talent and treasure to the Shrine said John Piland executive vice president of Shriners International Legacy is not just about membership It includes faithful service to the fraternity as a meaningful and overt means of honoring family members Dr Bede s sacrifices and dedication to the Shrine honors the memory of a great Shriner his father Other Shriners can honor their family members through dedicated service to the Shrine as exemplified by Dr Bede Public Relations 20

Temple Public Relations Chairman Job Description The Temple Public Relations Chairman is responsible for developing and implementing a community relations program as outlined in the Imperial handbook A Manual for Better Community and Media Relations His efforts should include the following For the Shrine Temple and surrounding Regional areas He should issue timely news releases to his media connections and local news publications announcing and informing the public of the Temple s community involvement and programs letting them know who the Shriners are and what the Shriners do He should provide assistance and media guidance for all committee chairman including membership circus football and others in charge of important Temple functions Upon request he should be prepared to schedule a qualified speaker and or arrange for public relations materials for Temple and Regional committee functions He should arrange through his outlying area committee people media appearances of the potentate or other designated person to appear on radio or television and in newspaper interviews informing the public of upcoming events by the local Temple or Shrine Club in the area For the Imperial Shrine He should promote and distribute the Imperial Public Relations Dept yearly campaign materials to the appropriate community departments and civic organizations Using his community relationship he should arrange for the placement of billboards business cards newspaper rack cards truck and van decals and other materials available from the Imperial Public Relations Dept He should follow up on the public service campaign materials sent from Imperial to determine if the radio and or television spots are being aired in his Temple s area Should communicate with Imperial Public Relations Dept letting them know of his successes For The Shriners Hospitals He should develop a friendly working relationship with the local media with which to facilitate his follow up on the public service announcements PSA s issued by Imperial Public Relations Dept Should consider inviting media to Temple functions and recognize them for what they do In a metropolitan area where a Shriners Hospital and a Shrine Temple are located the Hospital Public Relations Director will have the responsibility of directing community and media relations for the hospital in that area The Temple PR Chairman should develop a positive working relationship with the Hospital PR Dir by assisting him her in hospital activities and media relations at the Director s discretion He should also focus his efforts promoting the image and activities of his shrine temple and surrounding areas Public Relations 21

POLICY AND PROCEDURE MANUAL ZOR SHRINERS MADISON WISCONSIN Revised January 2018 INTRODUCTION The purpose of this Policy and Procedure Manual is to serve as a guide to the Elective and Appointive Officers of the Temple to the Shrine Clubs the Units committees and the staff It is intended to establish standards for various operations so that uniformity to a large degree can be attained By making certain rules specific and definite it is anticipated that Temple operations will be expedited and made efficient As in the case of all Shrine Temples we are governed by the Code and By Laws of the Shriners International and the By Laws of the Temple This Manual is intended to supplement these directives and shall be periodically revised to include all changes involving Policy and Procedures 1 2 3 4 5 6 7 CHAPTER I GENERAL INFORMATION The Divan consists of all of the officers elective and appointive from Potentate to Chaplain The Board of Directors consists of the Elective Divan An Audit Report prepared by a CPA firm is to be presented annually to the Divan for review and acceptance To preserve the good repute and general welfare of the Shrine requires that all Shrine activity in any given community must be under responsible control of the Potentate of the Temple Part III Article 36 and 37 By Laws of the Shriners International No corporation may be formed except for the holding of property or for a specific purpose Formation of such corporation must have the permission of the Potentate and the Temple Such Corporation s officers must be members of the Temple and are subject to discipline by the Potentate Part III Article 34 Paragraph 334 8 By Laws of Shriners International Adequate public liability and property damage insurance must be carried by vehicle owner on vehicles not owned by the Temple used for Shrine and non Shrine events as per Temple Liability Insurance Coverage which became effective January 1 of each year All expenses in connection with the ownership and operation of such vehicles are the responsibility of the owner not the Temple Vehicle owner is to provide to the Zor office a certificate of insurance naming Zor Shriners as additional insured Under no circumstances may a Unit or an individual Shriner use or operate a vehicle displaying any name or emblem identifying it with the Shrine Zor Shriners or Zor Temple in Shrine parade or any other function without prior permission from the Potentate The Imperial Code requires that all participants of a Shrine parade shall be members of the Order Part III Article 36 Paragraph 336 2 By Laws of Shriners International Fezzes are not furnished to Nobles affiliating with Zor Shriners since the Temple does not charge an affiliation fee PP 2 A

CHAPTER II ZOR FUNDRAISING REQUIREMENTS Zor s major fundraising events are the Madison Circus Out of Madison Variety Shows Zor Fest Onion Sales and the Calendar Raffle Each Noble of Zor shall be involved in these Fund Raising Activities 1 2 3 4 5 6 7 8 9 No fundraising event using the name Shrine or intimating any connection with the Temple or any of its clubs units or subordinate organizations may be sponsored without the express permission of the Potentate and subject to his authority Application for approval of a fund raising event by a Shrine Club Unit or subordinate organization must be made upon a form provided by the Temple office and must also include a detailed description of the event Subsequently a complete financial report must be submitted promptly to the Temple office on forms provided by the office No reference to Shriners Hospitals or charity may be made or advertised in connection with a fundraising event without the approval of the Imperial Potentate Applications for permission to raise funds for the Shriners Hospitals must be made in advance to the Temple office for formal application to the Imperial Potentate and must include a description of the event and the proposed disposition of all funds Shrine Clubs Units or subordinate organizations sponsoring a fundraising event at which Units of the Temple have been invited to perform shall pay the necessary expenses of such units from the income of the event Reporting of Shriners Hospital for Children charitable activities Shrine Hospital Activity Report Form A All Activities having receipts of 25 000 or more must be audited by a Public Accountant and reported within 120 days B Report forms from the office of the Shriners Hospital must be submitted within sixty days C Retention of reserve funds must be approved by the Board of Trustees of Shriners Hospitals for Children D Representatives of the Shriners Hospitals shall have access to the books and records at all times Lotteries tip boards raffles games of chance and other events defined as gambling by State of Wisconsin Statutes shall only be conducted promoted or participated in by Shrine Units Clubs or other identifiable Shrine Units after receiving permission of the Potentate and are in full compliance with State and Federal requirements Fundraising events to finance Units and Shrine Clubs shall be permitted only upon approval by the Potentate Shrine Clubs and Units who sell merchandise must report gross sales and send the appropriate sales tax to the temple office each month on the provided temple form PP 4 A

CHAPTER III SHRINE CLUBS Refer to Part III Article 37 By Laws of Shriners International 1 2 3 4 5 6 7 8 9 10 11 12 Shrine Clubs are not permitted to incorporate Part III Article 37 Paragraph 337 6 Shrine Clubs are answerable to the Potentate of the Temple authorizing the Club regardless of the Temple membership of the officers By Laws and revisions of By Laws of the Shrine Clubs must be approved by the Potentate of the authorizing Temple Shrine Clubs shall file with the authorizing Temple ten days after the Club s Annual Meeting or no later than February 15 a full report including a financial statement for the preceding calendar year Shrine Club officers shall be elected prior to November 1 and the Clubs must advise the Temple office of the election of their officers by November 1 names addresses and phone numbers of all officers shall be provided Shrine Clubs shall send a notice of all meetings and events to the Temple office and to the Divan representative Shrine Clubs sponsoring a fundraising event at which Units of the Temple have been invited to perform shall pay the necessary expense of such Units from the income of the event Shrine Club meetings shall not be held on the same date as Monthly Quarterly or Annual Temple meetings of the authorizing Temple Shrine Clubs shall not sponsor any Unit without prior approval of the Potentate of the authorizing Temple Any Shrine Club Unit shall be subject to the insurance requirements of the authorizing Temple Divan members shall not be expected to be dues paying members of Shrine Clubs solely by virtue of their position on the Divan The Secretary of every Shrine Club shall file a copy of the roster of active Club members with the Temple office by February 1 of each year and certify that each member holds a Shrine Club dues card and a Temple dues card for the current year PP 5 A

CHAPTER IV SHRINE UNITS Refer to Part III Article 36 By Laws of Shriners International 1 2 3 4 5 6 7 8 9 10 11 12 13 14 The Potentate shall appoint a director captain or manager of each Unit The appointee shall be a member of the Unit The Director Captain or Manager shall be appointed to no more than 3 consecutive terms one term being one year nor shall he be reappointed within three years of the date of expiration of his most recent term as Director Captain or Manager This Director Captain or Manager shall be an Ex Offico member of all committees of the Unit The Director of every Unit shall file a copy of the Roster of the Active Unit Members within the Temple Office by February 1 of each year and certify that each member holds a Unit dues card and a Temple dues card for the current year No man is eligible to be an active Unit member unless his current Temple dues are paid Unit Fezzes are not considered the property of the Temple and therefore are not furnished by the Temple except in cases when given as an award or for the Director of the Unit A The Temple shall not purchase solo musical instruments for the Units individually owned equipment may be used at Shrine Functions but maintenance of this equipment is the responsibility of the owner B Temple owned equipment shall be used only for Shrine or Shrine related events exceptions shall be approved in advance by the Potentate Expense of maintenance or replacement of Temple owned equipment shall be covered by the Temple Mileage for Unit travel is incorporated in the Policy Procedure Manager Supplement The Director of each Unit shall file with the Temple Office an operating Capital Budget by October 15 of the ensuing year Unit Officers shall be elected prior to November 1 and the Director of each Unit shall file with the Business Administrator a list of all the elected officers of the Unit together with addresses and telephone numbers by November 1 The Director of each unit shall file with the Temple office before the Temple Annual Meeting a full report of the Activity of the Unit including a Financial Statement for the preceding year Each Unit shall appoint a Quartermaster who shall be responsible for the uniforms and all other equipment of the Unit No Unit expenditure shall be allowed unless it is within the approved budget and approved in advance by the Executive Committee of the Divan Unit fundraising shall be limited to expenses and for fraternal fundraising approved by the Potentate or charitable fundraising approved by the Potentate Imperial Potentate The Temple does not purchase unit uniforms Unit uniforms will be the responsibility of the Unit Divan members shall not be expected to be dues paying members of Shrine Units solely by virtue of their position on the Divan To allow the maximum number of Nobles to be active Unit members no one may be an active member of more than one Unit without special permission of the Potentate PP 6 A

15 16 Fezzes furnished by the Temple to Unit heads Chief of Staff Ceremonial Coordinator Housing Chairman Aides Membership Chairman and all other Nobles in comparable positions shall become the property of the Noble in question when he leaves that position Subsequently the Fez shall not be worn without removal of all jeweled lettering indication the Nobles former position In no instance may the lettering be retained and years of service added NO ADVERTISING OTHER THAN THE TEMPLE NAME IS PERMITTED ON ANY VEHICLE IN A PARADE PP 7 A

1 2 3 4 5 6 7 CHAPTER V CEREMONIALS AND PILGRIMAGES Transportation to Ceremonials may be furnished by the Temple by chartered vehicle if it is included in the budget No personal mileage shall be authorized for Unit members of staff except by written approval of the Potentate Such approval shall be granted only when transportation by personal vehicle is more advantageous to the Temple than chartered vehicle Meals may be furnished to Unit members and staff at out of town ceremonials when approved by the Executive Committee Any other expenses must be approved in advance by the Executive Committee It is the Policy of Zor Shriners that Units shall give priority to pilgrimages to the Midwest Shrine Association Summer Sessions Shrine Ceremonials Circuses exhibitions and pageants within the state over any other functions At the Madison Circus all Clubs and Units shall participate and attend as this is Zor s main fund raiser At the other Circuses the Clubs and Units in those areas shall participate and attend those Circuses as they are also important fund raisers It shall be the Duty of the Chief of Staff and Deputy Chief of Staff to have charge of all Units and to consult with the Unit Directors and interested parties and committees far enough in advance to adequately prepare proper information as to timing of appearance transportation and other details pertaining to any movement or Ceremonials in which Units are involved They shall supervise and coordinate the activities of the Units and promote their welfare and efficiency It shall be the duty of the Chief of Staff in consultation with the Potentate to coordinate all other Ceremonial Activities assist in the planning of the overall program see that adequate instructions are received by the Divan guests hosts greeters and other Ceremonial staff except uniformed Units in ample time to properly prepare for such Ceremonials and to supervise their activities to conform to the established schedules A checklist for use by the Chief of Staff shall be prepared and kept undated for assistance in planning Ceremonials In Town and Out of Town and Midwest Pilgrimages This checklist shall be as comprehensive as practicable to minimize oversight It is the policy of the Temple to assume the cost of meals for wives of candidates and wives of distinguished guests at a banquet arranged by the ladies of Shriners on Ceremonial days Any expense for decorations and similar items must be requested and approved in advance by the Executive Committee Expenses for such events are budgeted in the annual Temple budget under Ceremonials PP 8 A

A B C D E F G H I CHAPTER VI POTENTATE The entire operation of the Temple is responsibility of the Potentate and the welfare of the Temple and its members depends upon his plans organization and supervision The Potentate shall wherever possible attend the Annual Meetings of the Grand Masonic Bodies the Scottish Rite Reunions the Wisconsin Conference of Masonic Unity and he should make appointments for Shrine Club visitations as soon as possible prior to taking office The Potentate is generally expected to attend such event as the Shrine Circus in Madison regional Circuses and similar events of Temple wide or regional significance If the Potentate cannot personally attend the official functions enumerated in 2 and 3 above he shall name a Noble or Nobles to represent him giving preference to A Elective Divan B Appointive Divan C Past Potentates and D or other Nobles The incoming Potentate shall order a Potentate s Fez and have photographs taken in Tuxedo with and without Fez by December 1 in order to prepare publicity for the Annual Meeting The Incoming Potentate must authorize the Chief Rabban to appoint a budget committee so that preparation of the document may be completed well in advance of the Annual Meeting in January He shall also authorize the Chief Rabban to enter into contracts for the Circus and events which will occur in the ensuing year The Potentate shall meet with the Board of Trustees and review the investment policies of the Temple quarterly The Potentate shall be an ex offico member of all Zor Shrine Temple Committees The Potentate shall make the following appointments according to the schedule set forth below 1 Appointments Announced at the Annual Meeting Appointive Divan including the Chaplain Hosts Auditor Legal Counsel Hospital Committee Chairman Circus Chairman 2 Appointments announced at the Annual Fez Party on the Saturday following the Annual Meeting Chief of Staff Deputy Directors or Captains of Uniformed Units Ceremonial Committee Chairman Membership Chairman Potentates Ball Chairman Historian Housing Chairman Coordinator for Future Tours Zephyr Editor and Advertising Chairman Others as appropriate PP 9 A

10 11 It shall be the duty of the Historian to keep current a clipping file to assemble pertinent information about Temple activities to keep current a history of all Units of the Temple to keep current a complete file of photographs of Past Potentates and to assemble pertinent historical data in a master file in the temple office Wherever possible the Historian shall make available duplicate material for the Public Relations Director A personnel committee consisting of the Executive Committee of the Divan shall administrate all personnel matters related to the paid staff of the temple PP 10 A

1 2 3 4 5 6 7 8 9 10 CHAPTER IX USE OF ZOR SHRINE HOSPITAL VANS Hospital vans are to be used for the sole purpose of transporting patients to and from their appointments and to and from maintenance appointments If a Shrine Club or Unit wishes to display the van in a parade they must submit a written request in advance for Potentate approval Attached is a sample form in Appendix 5 Two 2 adult Shriner representatives must be in the van while transporting patients One 1 of these must be a Zor Shriner trained to drive the van driver We encourage that both of the reps be Zor Shriners but recognize that this may not always be possible In these instances a family member or friend may accompany you on the trip but they are not permitted to drive the van for any reason rider Either the driver or rider should have a cell phone which is to be turned on during the trip Drivers are not permitted to use the cell phone while they are operating the vehicle Riders may use the cell phone while the driver is driving Cell phone use is for emergencies to contact the hospital and or the Zor office while transporting a patient Drivers and riders may use the phone to contact their spouse or family member if they are running late on the return trip Likewise patient parent or guardian may use the phone for the same reason Safety belts are to be used by all passengers while in transit No exceptions Shoulder harnesses must be used properly All children must be in a car booster seat according to the State of Wisconsin law Since we also transport in Illinois and Minnesota their child seating laws must also be followed No exceptions See Attached All car seats provided by Zor must meet federal safety guidelines When a new car seat is needed contact the Zor office If a parent is providing the car seat he she must be responsible for installing it into the van It is recommended that at least one 1 of the Zor representatives have training in the proper installation of car seats Leave it clean Find it clean Vans should be cleaned out on the inside after each use by the two Shriner representatives i e remove gum or food wrappers Any malfunctions with the vehicle shall be reported immediately by the driver and or rider to the local van coordinator for proper action All vans must be properly maintained A written maintenance log will be kept in the glove compartment and updated as maintenance is performed The local van coordinator will assume this duty At the end of each quarter the van coordinator shall submit a copy of the log to the Zor office March June September December Prior to leaving on a trip driver and or rider must check oil washer fluid and turn signals It is the responsibility of the driver to refuel the vehicle after his trip Smoking is not permitted in the vans A reporting form shall be used to record each use of the van If you need additional forms contact the Zor office Driver Requirements 1 2 All drivers must be in good health All drivers must have a good driving record and a non expired driving license PP 13 A

3 4 Drivers and riders must be able to get along with patients parents and legal guardians All drivers and riders must participate in the Self Check Buddy System to insure safety during hospital trips Self Check Buddy System Both you and your buddy MUST report significant incidents Do not endanger passengers or put your buddy in the position of having to report your actions Violations that must be reported include 1 2 3 4 5 6 7 8 9 10 11 12 13 Constant tailgating Unsafe and or unlawful speed Wide fluctuations in speed Failing to look in mirrors before overtaking another vehicle Being discourteous to other drivers patients or their families Remaining in the passing lane long after it is safe to return to the right lane or returning unsafely to the right lane Failing to wear seatbelts or not asking passengers to use theirs Making insensitive remarks to families Smoking in the presence of children Using improper language in the presence of children and their families Driving while sleepy or sick Driving over curbs Engaging in any conduct which reflects unfavorably upon Shriners PP 14 A

APPENDIX 1 1 2 3 4 5 6 PRESENTING CODE OF CONDUCT TO SHRINE UNITS AND SHRINE CLUBS It should be presented only to a joint meeting of nobles and ladies It should not be presented if the meeting is conducted in an open area where outsiders can hear that is being said Upon completion of reading a copy should be turned over to the Secretary with the request that it be filed with the minutes It should be recommended to the Secretary and to the President that it be read at least once a year Request should be made that no copies of this be made since uninformed people or nonMasonic personnel could glean wrong information from it Do not cite any examples where could implicate a specific individual but do use generalized examples in a way that they cannot be directed at a specific individual TO ALL NOBLES In view of a number of instances involving the misconduct of a few members of the Shrine it has been deemed necessary that the Code of Conduct be re emphasized by way of this letter The use of alcoholic beverages in public and the appearance of intoxicated Nobles in public have produced undesirable reactions from non Shriners as well as Shriners The use of alcoholic beverages beer or habit forming drugs within four hours of the beginning of a Unit exhibition is prohibited by Shrine Code the appearance of an intoxicated Noble in such an exhibition will result in immediate suspension of the individual from the Unit by the Unit Director If this procedure fails the Chief of Staff may suspend the Unit from the exhibition and the Divan through the Potentate may subject the individual to disciplinary procedures as prescribed in Article XXX Section 330 of the Code of Shriners International Also alcoholic beverages and or beer containers are not to be carried in an exhibition Consumption of alcoholic beverages including wine and beer in parade assembly areas has been most noticeable and is strictly forbidden The committing of illicit acts or deeds during Shrine sanctioned sponsored and or financial trips of pilgrimages are strictly forbidden Any Noble guilty of such misconduct as outlined may be subjected to disciplinary action and suspended from the Temple as prescribed in Article XXX Section 330 of the Code of the Shriners International In the event a situation should arise where misconduct is evidenced fellow Unit men or other Shriners should take steps with the greatest discretion as possible to remove the individual from the public eye Your Unit Director Chief of Staff and Potentate need your support Please do not force them to exercise their authority It is not the intent of this letter to indict or implicate any individual or PP 15 A

group in any way but instead to give ample notice as to what future actions can and will be taken if need be The Shrine in no way will live your life for you but only asks that you govern yourself in the manner you agreed to when you became a Master Mason and a Shriner Remember the Shrine belongs to almost 280 000 great men and the outstanding deeds and hard work of many should not be in vain because of the misdeeds of a few PP 16 A

APPENDIX 2 The Fez PROTOCOL OF THE SHRINE ZOR SHRINERS Shriners International has adopted the fez as the exclusive type of head covering to be worn by all Nobles when appearing as such This means all nobles must wear their fezzes at stated meetings ceremonials Shrine parades caravans special events and any other Shrine related activities The fez is never worn at a Masonic Lodge communication or meeting As a Noble you are particularly admonished never to wear your fez in any company or place in which you would decline to introduce your mother wife sister or daughter Never forget this No other person is ever allowed to wear a Noble s fez The fez is not a display case or bulletin board The Potentate Divan Members Past Potentates and the Grand Master may have their titles embroidered in small letters in gold or silver bullion silk or rhinestone jewels on one line beneath the emblem on the fez Active members of official uniformed units or official clubs of a temple may likewise have the names of their units or clubs on one line beneath the emblem on the fez Any official appointment of the Potentate may have his title beneath the emblem as above for the term of his appointment The fez shall be worn in its proper shape without crushing creasing or alteration and no device ornament title wording or adornment other than allowed by Article 13 of Shriners International shall be permitted Not more than two pins or clasps without supplemental embellishments may be used to secure the tassel in place The fez may be worn only at meetings and gatherings of Nobles held under the authority of some legal body of the Order It may not be worn when or where prohibited by the Imperial Potentate Hospital Day is normally on a Sunday and you may wear your fez while attending that function Military Salute The military salute is used when reciting the Shrine pledge of allegiance and during the playing of the national anthem of the United States of America Canada Mexico and Panama Colors A Noble who is wearing his fez will execute a right hand salute when the Colors are within six paces of him He will not remove his fez After the colors have passed he should drop his right hand A Noble who is not wearing his fez places his right hand over his heart instead of the right hand salute Auditorium In an auditorium he should hold the salute until the Colors are posted after the pledge of allegiance and or playing of the national anthems Parades Only the Color party of each temple is saluted when passing in review PP 17 A

Meetings and Ceremonials Current dues card and password is required for admittance to all Temple Ceremonials and Business Meetings Prayer During the offering of prayer the fez should be removed and held in the right hand with the Temple Name on the fez over the heart The Salaam A Noble addressing the Potentate while he is presiding in the East should always give the salaam The salaam is always given by the Potentate and members of his Divan when receiving the Imperial Potentate Imperial Officers and past Imperial Potentates do not salaam in return but give the sign of the order Salutations An Imperial Officer as well as a Past Imperial Potentate is always addressed as Imperial Sir A Potentate or Past Potentate is addressed as Illustrious Sir Dress The proper attire for a Shriner at any given function is what fits the occasion Under normal circumstances the Potentate will publicize the dress code Introduction of dignitaries The presiding officer of a Shrine Unit or Shrine Club should introduce the dignitaries that are there to visit them There may be information that our Potentate needs to get out and it s through these dignitaries the information is disseminated At the beginning of your meeting you should determine who is present and you can check your calendar directory as to who these people are At the end of the meeting you should call upon each one in reverse order according to rank Begin with Past Potentates any Temple Trustees that are present and then the Outer Guard or the lowest ranking officer present and ending with the Potentate or the highest ranking officer as the last speaker No one should speak after the Potentate or the highest ranking officer with the exception of the Chaplain giving the closing prayer and presiding officer who will immediately close his meeting PP 18 A

APPENDIX 7 POLICY ON SEXUAL HARASSMENT Zor Shriner s philosophical principles which emphasize the dignity of each individual have traditionally forbidden any form of sexual harassment directed toward any one or more of job applicants employees members or visitors This policy restates Zor Shriners intolerance of such conduct Sexual harassment means unwelcome sexual advances requests for sexual favors and other verbal visual or physical conduct of the sexual nature Sexual harassment also includes unwelcome sexual flirtations advances or propositions verbal abuse of a sexual nature subtle pressure or requests for sexual activities sexually degrading words used to describe an individual displays in the work place of sexually suggestive objects or pictures sexually orientated jokes unconsented contacts with another individual or any other activity which creates a hostile work environment based upon sex In accordance with Zor Shriners policy forbidding sexual harassment all individuals shall refrain from engaging in or encouraging any of the activities described in the paragraph above No individual shall threaten or insinuate either directly or indirectly that another employee s or job applicant s refusal to submit to sexual advances will adversely affect that employee s or applicant s employment work status evaluation wages advancement assigned duties or any other condition of employment Similarly no individual shall promise or imply or grant any preferential treatment in connection with another employee job applicant member or visitor engaging in sexual conduct Such conduct may have the purpose or effect of unreasonably interfering with an individual s work performance or creating an intimidating hostile or offensive environment All complaints of harassment will be investigated promptly and where necessary immediate and appropriate action will be taken to stop and remedy any such conduct Zor Shrine will fully cooperate with any investigation of a sexual harassment complaint Complaints should be reported to the Recorder or any elected member of the Divan Circumstances may arise through an investigation in which a limited number of other persons may have to be informed Anyone coming forward with a complaint will not be retaliated against or punished in any way even if the complaint is not sustained Zor Shriners adopts this revised policy for the Retention of Temple Records Adopted at the September 16 2010 Divan meeting Readopted at the November 8 2011 Divan meeting PP 23 A

APPENDIX 10 Introduction FUNDRAISING POLICY Because Shriners have been the driving force behind Shriners Hospitals for Children it has become natural to associate the Fez with this charity However Shriners International and Shriners Hospitals for Children are separate and distinct legal corporations Shriners Hospitals for Children is 501 c 3 incorporated in the state of Colorado and it operates 22 hospitals Its purpose is to provide medical care to children without regard to race creed sect or nationality The treatment is provided regardless of the patients ability to pay This is the Charitable corporation Shriners International is incorporated in the state of Iowa and it presently has 193 unincorporated fraternal associations in Canada Mexico the United States Europe Republic of Panama Bolivia Puerto Rico and Philippines We know them as Shrine Temples This is the Fraternal corporation A study done by Shriners International Headquarters found that Shrine Temples conduct more than 2 000 fundraising activities annually Many of these fundraisers are strictly for the Temples and this is perfectly acceptable Other fundraising activities are for the benefit of Shriners Hospitals for Children and this is also perfectly acceptable However the individual purchasing a ticket product etc or the donor should be advised in advance how the proceeds will be used This Policy Procedure is intended to provide guidance to the Temples units clubs and Nobles in their fundraising activities so there can be no criticism directed at them that the solicitation did not conform to the requirements of the law or was deceptive or misleading Types of Fundraisers There are two types of Shrine fundraisers Charitable and Fraternal Charitable Fundraisers Where 100 percent of the net proceeds benefit Shriners Hospitals for Children See pages asdf Fraternal Fundraisers Where the net proceeds benefit the Temple which in turn may distribute them as it sees fit For example profits may be disbursed to the Temple general fund a building fund to clubs and or units to Shriners Hospitals for Children to local community or Masonic related projects DeMolay Masonic Home etc or any combination thereof See pages asdf Procedures That Apply to All Shrine Fundraising Activities All fundraising must comply with the law of the land that is the law of the jurisdiction where the activity takes place This includes national state or province and local laws The use of the name Shriners Hospitals for Children is governed by 503 11 of the bylaws of Shriners Hospitals for Children All fundraising is governed by General Orders as may be issued on that subject by the Imperial Potentate PP 24 A

Shriners Hospitals for Children Shriners Hospitals for Children is a network of 22 non profit medical facilities across North America Children with orthopaedic conditions burns spinal cord injuries and cleft lip and palate are eligible for care and receive all services in a family centered environment regardless of the patients ability to pay Headquartered in Tampa Florida the hospitals known as The World s Greatest Philanthropy are owned and operated by Shriners International formerly known as the Ancient Arabic Order of the Nobles of the Mystic Shrine a Freemasonry related organization whose members are known as Shriners Patients must be minors under the age of 18 and are not required to have any familial affiliation with the Shriners order nor Freemasonry The current advertising campaign for the healthcare system features the tagline Love to the Rescue History In 1920 the Imperial Session of the Shriners was held in Portland Oregon During that session the membership unanimously passed a resolution to establish what at the time was called the Shriners Hospital for Crippled Children system The first hospital in the system opened in 1922 in Shreveport Louisiana It provided pediatric orthopaedic care In 1962 the Shriners of North America allocated 10 million to establish three hospitals that specialized in the treatment and rehabilitation of burned children After visiting 21 universitybased medical institutions the decision was made to build their first pediatric burn hospital on the campus of the University of Texas Medical Branch in Galveston Texas In 1994 the Chronicle of Philanthropy an industry publication released the results of the largest study of charitable and non profit organization popularity and credibility The study showed that the Shriners Hospitals were ranked as the 9th most popular charity non profit in America of over 100 charities researched with 40 of Americans over the age of 12 choosing Love and Like A Lot for the Shriners Hospitals In September 2008 the Shriner s Hospital in Galveston sustained significant damage from Hurricane Ike The hospital was closed for renovation at that time and care for children with acute burns was provided at other Shriners Hospitals for Children The Shriners had considered closing facilities in Shreveport Louisiana Greenville South Carolina Erie Pennsylvania Spokane Washington Springfield Massachusetts and Galveston Texas eliminating a total of 225 beds However in July 2009 the Shriners National Convention voted overwhelming against closing any hospitals and to repair and reopen the Galveston facility In 2009 despite an endowment that declined from 8 billion to 5 billion in less than a year because of the poor economy Douglas Maxwell the hospitals CEO said he and other Shriners are confident the hospital system will be able to remain solvent in the long term Maxwell stated in July 2009 that some of the facilities may become outpatient surgical centers and will begin accepting insurance payments for most care for the first time in the hospitals 87 year history Maxwell said children suffering from burns orthopaedic conditions spinal cord injuries and cleft palates will continue to be treated without charge to their families In May 2015 Shriners Hospitals for Children became a member of the Mayo Clinic Care Network a national network of organizations committed to better serving patients and their families through physician collaboration Hospital 2

HIPAA COMPLIANCE The Congress of the United States has enacted the Health Insurance Portability and Accountability Act of 1996 HIPAA and the Department of Health and Human Services has proposed regulations to implement HIPAA HIPAA and the regulations are designed to ensure the privacy and security of the personal health information of patients During their volunteer services many Nobles receive information regarding the patients at Shriners Hospitals for Children These actions include raising funds to be donated to Shriners Hospitals for Children sponsoring patient applications providing transportation to and from the hospitals for patients and their families providing services within the hospitals and visiting patients and their families in the hospital to provide cheer and comfort As it is in the best interests of the Order and the Nobility that all Nobles protect the privacy and security of the personal health information of the patients at the Shriners Hospitals for Children IT IS HEREBY ORDERED as follows effective as of April 14 2003 1 HIPAA Privacy and Security Principles The Nobility is to follow these general principles A Personal Health Information HIPAA s purpose is the protection of a patient s Personal Health Information or PHI PHI is information relating to a person s past present or future health status that can be identified with that person The more details that are included the more likely it is that the information is HI and therefore cannot be revealed For example Our Shrine Club sponsored a child with spina bifida at Shriners Hospital for Children would not be identifiable enough to constitute PHI and the statement could be published On the other hand Our Shrine Club sponsored Tommy Jones from Smalltown for spina bifida treatment at the Northern California Shriners Hospital would be considered protected HI and could not be published B Need to Know Information regarding a patient s PHI should be restricted to those with a need to know the information For instance a Noble who transports children to a Hospital may need to know each child s name address and phone number and whether special transportation considerations apply He does not need to know the child s diagnosis or prognosis C Minimum Necessary In keeping with the need to know principle discussed above the Hospital is allowed to give the Nobility only the minimum information necessary for them to perform their charitable functions Likewise the Nobility should not post any information regarding a patient in an area visible by any person Noble or not who does not need to know the information D No Further Dissemination Information received by the Nobility regarding a patient must not be disclosed to third parties unless this disclosure has been specifically Hospital 11

2 authorized by the patient and or his family The Public Relations Departments at Shriners International Headquarters and the various Hospitals will be in charge of securing Photography Media Authorizations and should be consulted in the event of any questions relating to a child s willingness to have personal health information disclosed E Security of Information All personal health information regarding patients must be physically secured at the Temple or the Club or Unit which uses the information in its volunteer activities In other words information such as completed Applications for Treatment Transportation Logs and any other documents that contain HI must be kept in locked cabinets and or locked rooms and retained for at least seven years The Temple must also have in place a written policy that only those who need to know this information are allowed to access the locked cabinet or room Education In conjunction with Shriners Hospitals for Children the Executive Vice President will coordinate the production of HIPAA educational materials for the benefit of the Nobility All Temples and all Nobles who have any access to patient information must familiarize themselves with these materials In addition any Noble who serves as a volunteer in a Shriners Hospital for Children in any capacity such as board members or tour guides must receive the HIPAA Training for Volunteers offered by the Hospital Hospital 12

Use of Shrine Hospital Vans ZOR SHRINERS General Van Requirements 1 2 3 4 5 6 7 8 9 10 Vans are to be used for the sole purpose of transporting patients to and from their appointments and to and from maintenance appointments If a club or unit wishes to display the van in a parade they must submit a written request in advance for Potentate approval Attached is a sample form Two 2 adult Shriner representatives must be in the van while transporting patients One 1 of these must be a Zor Shriner trained to drive the van driver We encourage that both of the reps be Zor Shriners but recognize that this may not always be possible In these instances a family member or friend may accompany you on the trip but they are not permitted to drive the van for any reason rider Each van shall be equipped with a cell phone which is to be turned on during the trip Drivers are not permitted to use the cell phone while they are operating the vehicle Riders may use the cell phone while the driver is driving Cell phones are provided for emergencies and to contact the hospital and or the Zor office while transporting a patient Drivers and riders may use the phone to contact their spouse or family member if they are running late on the return trip Likewise patient parent or guardian may use the phone for the same purpose Safety belts are to be used by all passengers while in transit No exceptions Shoulder harnesses must be used properly All children must be in a car booster seat according to State of Wisconsin law No exceptions All car seats provided by Zor must meet federal safety guidelines When a new car seat is needed contact the Zor office If a parent is providing the car seat he she must be responsible for installing it into the van It is recommended that at least one 1 of the Zor representatives have training in the proper installation of car seats Leave it clean Find it clean Vans should be cleaned out on the inside after each use by the two Shriner representatives i e remove gum or food wrappers Any malfunctions with the vehicle shall be reported immediately by the driver and or rider to the local van coordinator for proper action All vans must be properly maintained A written maintenance log will be kept in the glove compartment and updated as maintenance is performed The local van coordinator will assume this duty At the end of each quarter the van coordinator shall submit a copy of the log to the Zor office March June September December Prior to leaving on a trip driver and or rider must check oil washer fluid and turn signals It is the responsibility of the driver to refuel the vehicle after his trip Smoking is not permitted in the vans A reporting form shall be used to record each use of the van If you need additional forms contact the Zor office Hospital 13

Driver Requirements 1 2 3 4 All drivers must be in good health All drivers must have a good driving record and a non expired driving license Drivers and riders must be able to get along with patients parents and legal guardians All drivers and riders must participate in the Self Check Buddy System to insure safety during hospital trips Self Check Buddy System Both you and your buddy MUST report significant incidents Do not endanger passengers or put your buddy in the position of having to report your actions Violations that must be reported include 1 2 3 4 5 6 7 8 9 10 11 12 13 Constant tailgating Unsafe and or unlawful speed Wide fluctuations in speed Failing to look in mirrors before overtaking another vehicle Being discourteous to other drivers patients or their families Remaining in the passing lane long after it is safe to return to the right lane or returning unsafely to the right lane Failing to wear seatbelts or not asking passengers to use theirs Making insensitive remarks to families Smoking in the presence of children Using improper language in the presence of children and their families Driving while sleepy or sick Driving over curbs Engaging in any conduct which reflects unfavorably upon Shriners Hospital 14

Reimbursement of Expenses Incurred ZOR SHRINERS Hospital Vans Zor Shrine will reimburse the following expenses incurred on a trip 1 2 3 Fuel Reimbursement Turn in the fuel bills for the trip with the trip reporting form Meals Zor Shrine will pay for the meals for both the driver and rider and the patient and one parent You are encouraged to eat at the hospital cafeteria but if this is not possible we will reimburse for a reasonable meal If you are aware that the family is undergoing financial hardship and more than 1 family member is accompanying the patient we will pay for their meals also Lodging due to inclement weather For safety reasons we encourage you not to drive during inclement weather If you arrive at the hospital for the appointment and feel it is not safe to return home contact the Zor office and they will make overnight accommodations for you and the family Likewise if you are on the road for your trip home and feel you cannot make it safely call the Zor office for help with accommodations Remember Safety First If the Zor office is closed you will need to make your own hotel arrangements and submit the receipt for reimbursement With the number of hospital vans and a fraternal van available for trips to the hospital with our patients we do not feel it is necessary for Nobles to use their own vehicles If you choose to do so the above reimbursement policy will apply Zor Shrine will not reimburse for mileage Patient Direct Reimbursement Due to the close proximity we have to 2 Shriners Hospitals we have many families who are able to transport themselves The following reimbursement policy will be in effect for those families who transport themselves and submit their bills to Zor 1 2 3 Fuel Reimbursement Zor Shrine will not reimburse for mileage we will only reimburse fuel usage You should start your trip on a full tank This will replenish the fuel you have used prior to your hospital trip When you arrive in the hospital vicinity you should fill up your tank This will replenish the fuel that you have used to get to your appointment When you arrive home fill up your tank again This will replenish the fuel you used to get back home Mail both receipts to the Zor Shrine office for reimbursement Meals Zor Shrine will reimburse for the patient and one parent for a meal at the hospital cafeteria The cafeteria is open 7 30 AM 9 00 AM 11 30 AM 1 30 PM and 5 00 PM 6 00 PM Mail your meal receipts to the Zor Shrine office for reimbursement or call Zor Shrine in advance of the trip to request a prepaid meal voucher for the Cafeteria Lodging due to inclement weather Lodging is approved by the Zor office on a case by case basis depending on financial need and appointment time In general for in house stays Zor Shrine will pay for 1 parent to stay at the PAC in the Twin Cities if they are having Hospital 16

financial difficulty and are unable to pay themselves The second parent is responsible for the additional fees In Chicago there is no fee for a parent to stay at the hospital for an admission All outpatient appointment requests for lodging must be approved in advance by the Zor Shrine office and accommodations must be handled by the Zor Shrine office All receipts must be submitted to the Zor Shrine office in a timely manner We will not reimburse for receipts from a prior year with the exception of December receipts which may be submitted in January for reimbursement Hospital 17

time 3 3 Special Meetings Special meetings may be called by the Potentate at any time but notice must be given to each member stating the business to be considered and no business other than that specified in the call may be transacted 3 4 Sunday Meetings No business meeting or ceremonial session of Zor Shriners shall be held on Sunday except upon special dispensation of the Imperial Potentate for good and sufficient cause Units or Clubs of Zor Shriners may meet on Sundays with prior approval of the Potentate 3 5 Place of Meetings The place of all meetings shall be determined by the Potentate except as may be otherwise required or restricted by the bylaws of Shriners International 3 6 Notice of Meetings At least one week s notice must be given of the time and place of all stated meetings and ceremonial sessions The notice may be given in the official temple publication or by letter 3 7 Rules of Order Unless otherwise provided by the bylaws of Shriners International the temple bylaws or resolution parliamentary procedures shall be governed by Robert s Rules of Order 3 8 Admission A Noble may not be admitted to this temple unless he exhibits to the temple an official Shrine membership card for the current year 3 9 Quorum A quorum consists of seven members of the temple entitled to vote one of whom must be the Potentate Chief Rabban Assistant Rabban or a Past Potentate of the temple 3 10 Order of Business The order of business shall be as follows 1 Opening ceremony 2 Reading of minutes of previous session 3 Reading of communications 4 Reading financial statements Treasurer s Report 5 Reading of petitions for membership 6 Balloting on candidates 7 Reports of standing and special committees 8 Unfinished business 9 New business 10 Conferring the ceremonial 11 Special announcements or presentations 12 Closing ceremony The order of business may be changed or suspended whenever it is in the best interest of the temple ARTICLE 4 Officers 4 1 Officers The officers of this temple are those listed in the bylaws of Shriners International No person may hold more than one of the offices at the same time BL 4

4 2 Nomination Candidates for elective office and Representative must be placed in nomination from the floor There shall not be more than one nomination speech for a candidate and the speech may not exceed three minutes Seconding speeches are not required or permitted 4 3 Election and Appointment The election and appointment of officers are governed by the bylaws of Shriners International 4 4 Duties The Potentate or these temple bylaws assign the duties of officers not governed by the bylaws of Shriners International 4 5 Enthronement and Installation The enthronement and installation of the temple officers are governed by the bylaws of Shriners International 4 6 Vacancies The existence of a vacancy and filling a vacancy are governed by the provisions of the bylaws of Shriners International 4 7 Delivery of Records Each officer shall deliver all books papers and other property of the temple in his hands to his successor in office or to such person and at such time as the temple may direct 4 8 Board of Directors The composition and duties of the board of directors are enumerated in the bylaws of Shriners International ARTICLE 5 Initiation Fees Dues Per Capita Hospital Levy 5 1 Initiation Fee The initiation fee shall be determined at a stated or special meeting of the temple after notice has been given to each member stating the proposed amount of the initiation fee It must be paid in full prior to initiation 5 2 Dues The annual dues shall be determined at a stated or special meeting of the temple after notice has been given to each member stating the proposed amount of the annual dues The annual dues shall not be less than prescribed by the bylaws of Shriners International The annual dues do not include the hospital levy or the annual per capita tax required by the bylaws of Shriners International each of which shall be added to the annual dues This temple may by affirmative vote remit dues of a member for good cause shown either to the temple or a committee selected for that purpose 1 2 Suspension for nonpayment A member who is one year in arrears on his dues is suspended pursuant to the procedure recited in the bylaws of Shriners International unless his dues are remitted by decision of the Potentate Restoration A member who has been suspended for nonpayment of dues may be restored to membership pursuant to the procedure prescribed by the bylaws of Shriners International 5 3 Life Memberships A member may be granted a life membership in this temple as prescribed by the bylaws of Shriners International BL 5

5 4 Per Capita Tax Each member of this temple other than life per capita members and associate members shall pay Shriners International per capita tax as prescribed by the bylaws of Shriners International 5 5 Life Per Capita A member may pay the sum prescribed by the bylaws of Shriners International and thereafter be exempt from the annual per capita tax 5 6 Assessment The temple may levy an assessment on its members as prescribed by the bylaws of Shriners International ARTICLE 6 Fiscal 6 1 Fiscal Year This temple must arrange its books of account annual report and audit to conform to the calendar year 6 2 Budget This temple must adopt an annual budget which must be in accordance with the Uniform Charts of Accounts prescribed by Shriners International Its preparation inspection presentation adoption appropriations amendments temple reports and Imperial Recorder filing are governed by the bylaws of Shriners International There shall be no expenditure of funds except as authorized by the budget 6 3 Review This temple is required to have its financial statements and those of its affiliated and appendant corporations including Shrine club holding companies reviewed unless an audit is required pursuant to Shrine law by a certified public accountant or the equivalent in the state in which the temple is located selected by the temple at the close of each year A copy of the accountant s report and accompanying financial statements must be filed with the Imperial Recorder 6 4 Personal Benefit No part of the assets or funds may inure to the benefit of individuals personally except in payment for services actually received or performed 6 5 Checks and Payment or Transfer of Funds Transfers of funds and payment of obligations of this temple shall be made into and from depositories approved by the board of directors pursuant to procedures adopted by the board of directors and as otherwise governed by the bylaws of Shriners International 6 6 Required Signatures Signatures are required to transfer funds and pay obligations of this temple in accordance with a resolution adopted by the board of directors and as otherwise governed by the bylaws of Shriners International Authorized signatures must be the duly elected divan officers of Zor Shriners All checks and payments must be supported by vouchers or requisitions 6 7 Monthly Reports Each Noble committee unit or other organization of this temple that is authorized to incur indebtedness or to disburse or collect funds shall make a detailed financial report accompanied by receipts or vouchers to the board of directors annually and at such other times as may be required 6 8 Construction Program and Secured or Long Term Obligations Prior to commencing a construction program or incurring a secured or long term debt as defined by the bylaws of Shriners International this temple must follow the bylaws of Shriners BL 6

International 6 9 Sale of Temple Assets Prior to this temple or any of its affiliates selling leasing exchanging mortgaging pledging or otherwise disposing of all or substantially all of its property or assets it must follow the bylaws of Shriners International 6 10 Fidelity Bond The temple must procure a corporate fidelity bond as prescribed by the bylaws of Shriners International 6 11 Insurance The temple must procure insurance policies and the Potentate must appoint an insurance advisory committee as prescribed by the bylaws of Shriners International 6 12 Indemnification The official divan committee members officers and employees shall be indemnified by the temple for all expenses reasonably incurred by them in defending themselves from any proceedings instituted or threatened against them provided the temple votes that they have acted within the scope of their authority and are not guilty of misfeasance or malfeasance ARTICLE 7 Committees 7 1 Leadership Search Committee This temple may have a Leadership Search Committee Its appointment and duties are governed by the bylaws of Shriners International 7 2 Insurance Advisory Committee This temple shall have an Insurance Advisory Committee Its appointment and duties are governed by the bylaws of Shriners International 7 3 Finance Advisory Committee This temple may have a Finance Advisory Committee 1 Composition It may consist of four at large members of this temple Two of the four at large members are to be elected each year at the annual meeting for a term of two years 2 Duties They include A Analyze and make recommendations as to the financial affairs of the temple B Examine the proposed major financial obligations and expenditures before such obligations or expenditures are incurred or made C Review all necessary current expenses D Examine whether any officer department committee organization unit or individual having authority incurs expenditures that exceed the appropriations set out in the budget E Examine the system under which the financial affairs of the temple and every subordinate body thereof are administered and make such recommendations from time to time as may be deemed for the good of the temple or any subordinate body thereof BL 7

F Review any bill for travel hotel or entertainment expense of any officer or representative to determine if it is reasonable and necessary and within the budget G Have access to all financial books papers and accounts of the officers and review them on a periodic basis and recommend certified public accountants for examination and audit H Review the financial institutions in which the funds of the temple are to be or already are deposited I Investigate suitable investments and investment institutions for the funds of the temple J Evaluate the proper coverage and limits of the bonds for the treasurer and recorder and any other officers required to be bonded i Reports This committee shall issue its findings recommendations and reports to the board of directors of this temple ii Quorum Three members of this committee shall constitute a quorum for the transaction of business 7 4 Other Committees The Potentate shall appoint such other committees as may be required for the operation of the temple s affairs Their duties and responsibilities shall not conflict with any provisions of the bylaws of Shriners International or these bylaws ARTICLE 8 Prohibited Practices 8 1 Unlawful Activities It is unlawful for this temple or any unit or club under its control or any group of its members or any member acting for or on behalf of the temple to promote or take part in any engagement or enterprise prohibited by the law of the land 8 3 Shrine Law A Noble may not violate Shrine law The provisions of Shrine law are found in the articles of incorporation and bylaws of Shriners International and any general or special orders at the time in effect 8 3 Alcoholic Beverages The consumption of alcoholic beverages prior to or during parades and ceremonials is forbidden by those Nobles participating therein ARTICLE 9 Temple Units Shrine Clubs 9 1 Approval No temple unit or shrine club may be organized or continue to exist without the approval of the Potentate 9 2 Bylaws No temple unit or shrine club may be organized until its bylaws have been approved in writing by the Potentate No amendments to such bylaws are effective until approved in writing by the Potentate The Potentate may direct such modifications of the bylaws as he deems appropriate BL 8

9 3 Membership 1 2 3 Units Temple units must be composed solely of members of this temple The fez of the temple must be worn at all appropriate times except for such units which do not normally wear fezzes Clubs Temple shrine clubs may include Nobles of other temples All members of the shrine club are eligible to hold office Election of Officers The temple units and shrine clubs shall elect their officers for the ensuing year no later than December The list of the elected officers is to be presented to the recorder of the temple by the last day of December for approval by the incoming temple Potentate 9 4 Records The temple units and shrine clubs shall keep such financial records and inventories as directed by the Potentate 9 5 Funds The assets of shrine clubs and temple units belong to this temple However in the discretion of the Potentate he may allow assets to be in the custody of shrine clubs and the temple units Moneys in the custody of shrine clubs and temple units shall be deposited into accounts in the names of the shrine clubs and temple units 9 6 Financial Reports The shrine clubs and temple units must prepare and submit to the board of directors all financial reports required by Shrine law The financial reports shall bear a certification that they are true and correct and that no money or property is held for the benefit of the reporting organization Funds being accumulated for any shrine authorized purpose shall be identified as being reserved for that purpose in the financial reports 9 7 Government The temple units and shrine clubs are governed by the provisions of the bylaws of Shriners International and these bylaws not inconsistent therewith 9 8 Organization of Nobles An organization of Nobles meeting as such as defined in the bylaws of Shriners International are governed by such bylaws ARTICLE 10 Temple Publication 10 1 Official Publication Unless otherwise provided in Shriners International bylaws or these bylaws a magazine or newsletter may be established as the official publication of this temple It shall be proper to publish all official calls and notices therein 10 2 Advertising All advertising accepted for the official publication shall be nonoffensive and in compliance with the bylaws of Shriners International and these bylaws 10 3 Staff The Potentate shall appoint the editor and approve the appointment of staff members by the editor BL 9

ARTICLE 11 Amendments 11 1 Amendments These bylaws may be amended as provided by the bylaws of Shriners International 11 2 Inconsistencies In the event of an inconsistency between these bylaws and the bylaws of Shriners International the bylaws of Shriners International supersede these bylaws BL 10
